Tires Pirelli or LANDSAIL
For 7k you should be able to find pretty good tyres for your Volvo. I looked around a bit this year and found last years NAF test winner for under 10k for a bigger dimension for my car, including mounting on rims. Look for the ones from NAF tyre test just under the winner, like the Pirellis that scored okay but not great are within your price range, at least here in Norway, and way safer than these unknown China tyres.
I run the Pirelli on my B9.5 S4 and no complains so far, heading into first full winter together so I'll see how it goes.
I like Pirelli ice zero fr, they have the best grip, Bridgestone also fine

Today I will get Pirelli runflat because sounds like it has better thread wear than continental .
I have a 22 and the pirellis were awesome at first but definitely did not last. There’s a reason they have no manufacturer warranty. They are performance tires. Rubber is soft and wears faster.
I've had the P7s and Continentals on my 2010 Mercury Milan and 2007 Subaru Forester. The Continentals were better on the Milan, the Pirellis were better on the Forester.
For example, my mercedes came with the worst runftlat tires from Pirelli. Those run flats felt like shit after 10k miles. Unusable and felt dangerous at 14k. Replaced at 15k when costco had proper non runflat tires from Michelin.
I wouldn’t own take pirelli scorpions if someone paid me … they were horrible for me , in 2 inches of snow absolutely horrible
This summer, I swapped out my Pirelli's at around 21k on a 2021 EX. I was starting to hydroplane with minimal water on the road. Although costly, I'm glad I did. The new ones make the ride so much better.
