Westlake makes pretty affordable tires that should be within your budget. They perform decently well but dont last as long as a standard tire from my experience. I believe I got approximately 25k miles out of them

It's a uniroyal, probably has pinched steel in sidewall, it will blow sooner than later. Junk it.
